Appropriates $6,239,200 to the Office of Drug Policy for fiscal year 2023 (July 1, 2022 – June 30, 2023) from General Fund ($355,300), Miscellaneous Revenue Fund ($24,500), American Rescue Plan Fund ($1,381,900), and Federal Grant Fund ($4,477,500).

Authorizes no more than 6.00 full-time equivalent positions for the Office of Drug Policy during the fiscal year 2023 period, with the Governor's authorization required for any increases and the Joint Finance-Appropriations Committee to be notified promptly.

Reappropriates unexpended and unencumbered balance from the Federal COVID-19 Relief Fund for fiscal year 2022, up to $1,600,000, for nonrecurring drug use prevention services expenditures through June 30, 2023, with the State Controller confirming the reappropriation details.

Declares an emergency and makes the act effective July 1, 2022.
