Appropriates $7,108,900 to the Idaho State Lottery for fiscal year 2023 (July 1, 2022 through June 30, 2023), comprised of $4,267,300 for personnel costs, $2,752,500 for operating expenditures, and $89,100 for capital outlay.

Authorizes the Idaho State Lottery a maximum of 50 full-time equivalent positions during the fiscal year 2023 period, unless specifically authorized by the Governor.

Provides continuous appropriation authority for amounts needed to pay lottery prizes, retailer commissions, advertising and promotional costs, and gaming supplier vendor fees based on sales.

Declares an emergency and makes the act effective July 1, 2022.
