Appropriates $8,461,900 to the Idaho State Historical Society for fiscal year 2023 (July 1, 2022 through June 30, 2023) from multiple fund sources including General Fund ($4,141,200), Miscellaneous Revenue Fund ($2,111,800), Federal Grant Fund ($1,698,000), and other funds.

Limits the Idaho State Historical Society to 58.00 full-time equivalent positions during fiscal year 2023, unless specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Appropriates an additional $5,000,000 from the General Fund for deferred maintenance, upgrades, and infrastructure projects for the period July 1, 2021 through June 30, 2022.

Authorizes reappropriation of unexpended and unencumbered General Fund balances from fiscal year 2022, not to exceed $5,000,000, for nonrecurring expenditures in fiscal year 2023, subject to State Controller confirmation.

Declares an emergency, making the act effective upon passage and approval.
