Amends Section 58-120 to require the State Land Board and Department of Lands to hire their own general counsel independent of the Attorney General's office, though the counsel may consult with the Attorney General as determined by the counsel.

Allows the general counsel to hire additional attorneys or contract with the Attorney General's office as necessary, and permits the State Land Board to hire separate counsel outside the general counsel structure.

Amends Section 67-1406 to add the State Land Board and Department of Lands as entities exempt from the restriction requiring state entities to use Attorney General legal services, allowing them to employ private counsel.

Declares an emergency and makes the act effective on July 1, 2022.
