Absentee ballots may be returned by the elector or by the elector's caregiver, family member, or household member at the elector's request.

No person other than those authorized may return an absentee ballot; violation is a misdemeanor, or a felony for a second violation.

No person may return an absentee ballot for monetary compensation; violation is a felony.

No person may mail or deliver more than five absentee ballots in addition to their own in a single election; violation is a misdemeanor, or a felony if 20 or more ballots are involved.

Exceptions apply to United States Postal Service employees, parcel delivery business employees, and county clerk employees assisting hospitalized electors.

Persons other than the elector must sign an affidavit on the return envelope and provide photo identification for personal delivery to the county clerk.

Effective date is July 1, 2022.
