Establishes a statewide "Endangered Missing Person Alert" system developed and implemented by the Idaho State Police missing person clearinghouse as a voluntary cooperation program between broadcasters, cable systems, and local and state agencies.

Creates an alert plan to be developed by a committee with members from city, county, state, tribal law enforcement, broadcasters, emergency management officials, and vulnerable population commissions, utilizing the emergency alert system, wireless emergency alert system, and state police notification system.

Sets activation criteria for alerts that apply to individuals of any age reported missing to law enforcement who are Idaho residents at unknown locations and meet conditions including incapacity requiring care, abduction by strangers, unexplained disappearance, suspected crime involvement, dangerous circumstances, need for medical attention, or prior victimization of violence.

Specifies that alerts may be distributed based on geographic area where the missing person was last seen or is believed to be, rather than automatically statewide, and requires law enforcement to verify criteria before requesting activation.

Eliminates any required waiting period for reporting or investigating endangered missing person cases and provides civil immunity to entities and individuals involved in disseminating alerts generated under this system.
