Establishes a Rural Veterinarians Loan Repayment Program administered by the Idaho Department of Agriculture to repay qualified veterinary education debt for licensed rural veterinarians.

Creates a continuously appropriated fund in the state treasury consisting of legislative appropriations, agricultural industry contributions, private donations, federal funds, and interest earnings, with administrative expenses not exceeding 10% of annual appropriations.

Requires eligible veterinarians to dedicate at least 50% of their practice to production animals in rural areas and sign a 4-year contract; awards up to $25,000 annually or $75,000 over 3 years per recipient.

Establishes a 5-member Rural Veterinary Shortages Advisory Committee appointed by the Department Director to recommend awards based on funding availability and number of applicants; application period runs October 1 to November 30 annually.

Declares providing false information on applications a misdemeanor requiring return of fraudulent grant funds, and provides administrative appeal rights under Idaho Code chapter 52, title 67; effective July 1, 2022.
