Increases Judicial Council permanent membership from seven to eight members, with the chief justice of the Idaho Supreme Court serving as the eighth member and chairman.

Changes term length for permanent appointed members from six years to four years.

Removes the provision creating a separate adjunct member position and instead allows the chief justice to appoint a district court magistrate as a voting member when cases involve removal, discipline, or retirement recommendations for magistrates.

Modifies judicial vacancy nomination process to require submission of not less than three (instead of two) nor more than four qualified persons for each vacancy in supreme court, court of appeals, or district judge positions.

Makes judicial council ratings of judicial candidates and tabulated attorney questionnaire scores public records in section 74-104.
