Appropriates $133,476,500 to the Department of Health and Welfare for fiscal year 2023, distributed among Substance Abuse Treatment and Prevention ($19,125,200), Mental Health Services ($62,320,700), and Psychiatric Hospitalization ($52,030,600).

Authorizes full-time equivalent positions for various programs including 209.56 for Adult Mental Health, 95.67 for Children's Mental Health, 131.60 for State Hospital North, 286.25 for State Hospital South, 49.33 for State Hospital West, and 16.00 for Substance Abuse Treatment and Prevention.

Restricts transfers of Cooperative Welfare (General) Fund appropriations between the Mental Health Services and Psychiatric Hospitalization divisions without legislative approval, and prohibits transfers of trustee and benefit payment funds to other expense classes.

Requires the Department of Health and Welfare to pay for education of school-age children in its custody placed in licensed residential treatment facilities with nonpublic accredited schools when determined to be in the child's best interest.

Appropriates additional funds for fiscal year 2022: $15,000,000 to Mental Health Services and $4,573,200 to Psychiatric Hospitalization for capital outlay ($1,845,000 for State Hospital North and $2,728,200 for State Hospital South).
