Appropriates $56,539,300 to the Department of Juvenile Corrections for fiscal year 2023 (July 1, 2022 through June 30, 2023) across four programs: Administration ($4,865,900), Community Operations and Program Services ($11,629,500), Institutions ($37,024,000), and Community-Based Substance Abuse Treatment Services ($3,019,900).

Authorizes a maximum of 413.00 full-time equivalent positions for the Department of Juvenile Corrections during the period July 1, 2022 through June 30, 2023, unless the Governor authorizes additional positions with notification to the Joint Finance-Appropriations Committee.

Appropriates $6,500,000 from the General Fund for safe teen reception centers and $4,420,000 from the General Fund for youth crisis centers for the period July 1, 2021 through June 30, 2022, to be expended for trustee and benefit payments.

Reappropriates unexpended and unencumbered balances up to $300,000 for Idaho Juvenile Offender System costs, up to $6,500,000 for safe teen reception centers, and up to $4,420,000 for youth crisis centers, all for nonrecurring expenditures in fiscal year 2023.

Declares an emergency, making the act effective upon passage and approval.
