Appropriates $133,094,700 to the Department of Fish and Game for fiscal year 2023 (July 1, 2022 through June 30, 2023) across five program areas: Administration, Enforcement, Fisheries, Wildlife, and Communications.

Authorizes the Department of Fish and Game to maintain no more than 553.00 full-time equivalent positions during fiscal year 2023, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Appropriates an additional $900,000 from the Expendable Big Game Depredation Fund for the Wildlife Mitigation and Habitat Conservation Program in fiscal year 2022 for big game depredation claim payments.

Transfers $1,700,000 from the Fish and Game Fund to the Expendable Big Game Depredation Fund for fiscal year 2022.

Requires the Department of Fish and Game to file an annual report on wolf population numbers, distribution, and trends no later than March 1, 2023, to be delivered to the Governor, relevant legislative committees, and the Legislative Librarian.
