Appropriates $3,286,600 from the General Fund to the State Appellate Public Defender for fiscal year 2023 (July 1, 2022 through June 30, 2023) for personnel costs, operating expenditures, and capital outlay.

Appropriates an additional $260,800 from the General Fund for the Capital and Conflict Representation Program in fiscal year 2023.

Limits the State Appellate Public Defender to no more than 25.00 full-time equivalent positions during fiscal year 2023, unless specifically authorized by the Governor.

Designates $165,900 for outside counsel costs in noncapital appeals with concurrent conflicts of interest and $94,900 for costs directly related to capital case representation.

Requires a minimum of $164,900 in additional compensation funds to be used for salary and benefits increases for State Appellate Public Defenders, with a report due to the Joint Finance-Appropriations Committee by December 31, 2022.

Appropriates an additional $98,000 from the General Fund for the Capital and Conflict Representation Program for fiscal year 2022 to cover extraordinary representation costs.
