Appropriates $30,682,300 to the Office of the Attorney General for fiscal year 2023 (July 1, 2022 through June 30, 2023) across three programs: State Legal Services, Internet Crimes Against Children, and Special Litigation.

Authorizes no more than 226.00 full-time equivalent positions for the Office of the Attorney General during the fiscal year, unless specifically authorized by the Governor.

Exempts the appropriated funds from object and program transfer limitations, allowing unlimited transfers between object codes and programs, though legislative appropriations cannot be transferred between funds without express legislative approval.

Requires a minimum of $1,368,400 of the appropriated compensation to be used for salary and benefits increases for Deputy Attorneys General.

Declares an emergency and makes the act effective July 1, 2022, with the Attorney General required to report to the Joint Finance-Appropriations Committee by December 31, 2022 regarding use of the Deputy Attorney General salary increase funds.
