Appropriates $58,887,900 to the Office of the State Board of Education for fiscal year 2023 (July 1, 2022 through June 30, 2023) across three programs: OSBE Administration ($54,633,500), IT and Data Management ($3,136,300), and School Safety and Security Program ($1,118,100).

Authorizes no more than 63.25 full-time equivalent positions for the Office of the State Board of Education during fiscal year 2023, with Joint Finance-Appropriations Committee notification required for any Governor-authorized increases.

Reappropriates up to $25,000,000 in unexpended American Rescue Plan State Fiscal Recovery Fund balances from fiscal year 2022 for nonrecurring expenditures and grants supporting student and parent learning through June 30, 2023.

Reappropriates up to $100,000 in unexpended General Fund balances from fiscal year 2022 for engineering plan needs assessment through June 30, 2023.

Appropriates $100,000 from the General Fund for fiscal year 2022 and $25,000,000 from the American Rescue Plan State Fiscal Recovery Fund for fiscal year 2022 for graduate education planning and grants supporting learning.

Declares an emergency, making the act effective immediately upon passage and approval.
