Appropriates $2,140,800 to the Commission on the Arts for fiscal year 2023 (July 1, 2022 through June 30, 2023) from General Fund ($905,700), Miscellaneous Revenue Fund ($106,300), and Federal Grant Fund ($1,128,800).

Authorizes the Commission on the Arts to employ no more than 10 full-time equivalent positions during fiscal year 2023, unless specifically authorized by the Governor.

Appropriates an additional $766,000 from the American Rescue Plan Fund for fiscal year 2022 (July 1, 2021 through June 30, 2022) for trustee and benefit payments to fund pandemic grants to art organizations.

Reappropriates any unexpended and unencumbered balances from the American Rescue Plan Fund (up to $766,000) for nonrecurring grants to arts organizations during fiscal year 2023.

Declares an emergency, making the act effective immediately upon passage and approval.
