Appropriates $32,383,800 total to the State Board of Education and Board of Regents of the University of Idaho for Special Programs for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Funds six programs: Forest Utilization Research ($1,526,900), Geological Survey ($1,230,200), Scholarships and Grants ($22,239,300 from General Fund and $1,001,500 from Miscellaneous Revenue Fund), Museum of Natural History ($694,400), Small Business Development Centers ($770,300), and TechHelp ($395,400).

Authorizes specific full-time equivalent positions for each program, ranging from 1.35 for Scholarships and Grants to 12.68 for Forest Utilization Research, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Transfers any unexpended and unencumbered General Fund moneys from the Scholarships and Grants Program for fiscal year 2022 to the Opportunity Scholarship Program Account.

Becomes effective July 1, 2022, with an emergency declaration.
