Appropriates $6,975,400 total to the Public Utilities Commission for fiscal year 2023 (July 1, 2022 through June 30, 2023) from three funds: Indirect Cost Recovery Fund ($219,300), Public Utilities Commission Fund ($6,397,700), and Federal Grant Fund ($358,400)

Allocates $4,972,100 for personnel costs and $2,003,300 for operating expenditures across the three funding sources

Limits the Public Utilities Commission to a maximum of 49.00 full-time equivalent positions during the fiscal year 2023 period, unless the Governor authorizes additional positions

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor

Declares an emergency and makes the act effective July 1, 2022
