Appropriates $89,259,300 to the Military Division for fiscal year 2023 (July 1, 2022 through June 30, 2023) across three programs: Military Management ($9,275,400), Federal/State Agreements ($55,228,900), and Office of Emergency Management ($24,755,000).

Authorizes the Military Division a maximum of 435.80 full-time equivalent positions during fiscal year 2023, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Grants continuous appropriation authority to the Idaho Office of Emergency Management's Miscellaneous Revenue Fund for fiscal years 2022-2023 to cover costs from hazardous substance incidents.

Appropriates an additional $460,000 from the American Rescue Plan Fund to the Office of Emergency Management Program for fiscal year 2022 for Emergency Management Grants.

Authorizes reappropriation of up to $6,000,000 in unexpended General Fund balances and up to $460,000 in unexpended American Rescue Plan Fund balances from fiscal year 2022 for nonrecurring expenditures in fiscal year 2023.
