Creates a new crime of "domestic terrorism" defined as activities within Idaho done in cooperation with federally designated international terrorist organizations that violate Idaho criminal law and either involve violent acts intended to physically harm human life to intimidate/coerce/disrupt lawful activities or influence state policy, or involve weapons of mass destruction.

Establishes "domestic terrorist" as a person convicted of domestic terrorism and imposes penalties of up to life imprisonment or fines up to $50,000 for committing or conspiring to commit domestic terrorism.

Expands the crime of providing material support to include both terrorists and domestic terrorists, with penalties of up to 15 years imprisonment or fines up to $50,000.

Adds domestic terrorism as a first-degree murder enhancement when murder is committed in perpetration of or attempt to perpetrate an act of domestic terrorism.

Eliminates the statute of limitations for prosecution of terrorism and domestic terrorism offenses, treating them the same as murder and sexual abuse crimes; effective July 1, 2022.
