Repeals Chapter 63, Title 33, Idaho Code and establishes a new Extended Employment Services Program in the Department of Health and Welfare under Chapter 17, Title 56, Idaho Code.

Creates three types of employment services: individual community-based supported employment (for individuals paid competitive wages), group community-based supported employment (for groups of no more than 8 participants paid at least minimum wage), and work services (activities on provider premises to develop employment skills).

Establishes eligibility requirements: applicants must have a disability that prevents maintaining paid employment without long-term support, be at least 16 years old, and be Idaho residents; services are provided when comparable services are unavailable or fully utilized.

Requires approved providers to be accredited by national or regional accrediting bodies specific to vocational supports for individuals with disabilities and remain in good standing; the department may audit provider billing records and deny, revoke, or recover payments for non-compliance.

Effective date is July 1, 2022.
