Appropriates $16,974,900 to the Office of Information Technology Services for fiscal year 2023 ($14,295,500 for personnel, $2,650,900 for operating, $28,500 for capital outlay).

Limits the Office to 135 full-time equivalent positions during the fiscal year 2023 period unless additional positions are specifically authorized by the Governor.

Appropriates an additional $225,000 from the General Fund for a technical audit covering July 1, 2021 through June 30, 2022.

Prohibits OITS from expanding services to additional state agencies until meeting five criteria including network vulnerability assessments, external technical audits, service level agreements with all current agencies, and a report to the Joint Finance-Appropriations Committee.

Requires OITS to provide each billed agency and the Legislative Services Office a categorized list of all agency billings for fiscal year 2024 by October 1, 2022.
