Appropriates $86,408,800 to the Department of Health and Welfare for fiscal year 2023 (July 1, 2022 through June 30, 2023) for Indirect Support Services, Licensing and Certification, and Independent Councils divisions.

Authorizes full-time equivalent positions: Developmental Disabilities Council (6.00), Domestic Violence Council (6.00), Indirect Support Services (287.60), and Licensing and Certification (71.90).

Requires the Department to deliver monthly Medicaid tracking reports comparing appropriations to actual expenditures and forecasted expenditures to the Legislative Services Office and Division of Financial Management.

Directs the Licensing and Certification Program to provide biannual reports (first by December 31, 2022, second by June 30, 2023) on facility licensing status, certifications, and staff workload and caseload issues.

Appropriates an additional $840,000 to the Division of Indirect Support Services for fiscal year 2022 (from General Fund and Federal Fund sources) for criminal history unit modernization and IT cloud modernization projects.
