Reduces the appropriation to the Public Schools Educational Support Program's Division of Children's Programs by $30,809,300 from the American Rescue Plan Fund for trustee and benefit payments in fiscal year 2022.

Appropriates $30,809,300 from the American Rescue Plan Fund to the Office of the State Board of Education for operating expenditures, data system replacement, summer learning programs, and dyslexia handbook creation.

Appropriates $2,000,000 from the STEM Education Fund to the STEM Action Center for operating expenditures and summer learning STEM programs.

Appropriates $1,250,000 from the Miscellaneous Revenue Fund to the Commission for Libraries, including $300,000 for operating expenditures and $950,000 for trustee and benefit payments for summer library reading programs.

Provides reappropriation authority for unexpended and unencumbered balances for all three entities for nonrecurring expenditures during fiscal year 2023, with amounts not to exceed the respective appropriations.
