Appropriates $4,436,700 to the Office of the Secretary of State for fiscal year 2023 (July 1, 2022 through June 30, 2023), consisting of $2,576,600 for personnel costs and $1,860,100 for operating expenditures.

Appropriates $53,000 from the General Fund to the Commission on Uniform State Laws for fiscal year 2023.

Limits the Office of the Secretary of State to no more than 29 full-time equivalent positions during fiscal year 2023, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Appropriates an additional $50,000 from the General Fund to the Office of the Secretary of State for fiscal year 2022 (July 1, 2021 through June 30, 2022) for election integrity audits.

Declares an emergency, making the act effective upon passage and approval.
