Appropriates $15,000,000 to the Workforce Development Council from the ARPA State Fiscal Recovery Fund for the period July 1, 2021, through June 30, 2022, for Child Care Infrastructure Grants.

Allocates funds as follows: $166,600 for personnel costs, $15,000 for operating expenditures, and $14,818,400 for trustee and benefit payments.

Authorizes an additional 2.0 full-time equivalent positions for the Workforce Development Council for fiscal year 2022.

Directs the Workforce Development Council to provide quarterly reports to the Joint Finance-Appropriations Committee and Legislative Services Office on grant usage and child care capacity expansion.

Declares the act effective immediately upon passage and approval as an emergency measure.
