Appropriates $52,819,000 to the Division of Veterans Services for fiscal year 2023 (July 1, 2022 - June 30, 2023) from General Fund, Veterans Recognition Income Fund, Miscellaneous Revenue Fund, Veterans Home Endowment Income Fund, and Federal Grant Fund.

Authorizes maximum of 447.5 full-time equivalent positions for the Division of Veterans Services during fiscal year 2023, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Appropriates additional $11,359,800 to the Division of Veterans Services for fiscal year 2022 (July 1, 2021 - June 30, 2022) from multiple funds including American Rescue Plan Fund and Federal COVID-19 Relief Fund.
