Creates new crime of using electronic communication (social media posts, phone calls, text messages, emails) to terrify, intimidate, threaten, or harass public officers, including directing obscene language, threatening physical harm, or distributing personal identifying information to incite harassment.

Establishes that violations of the electronic communication provision constitute a misdemeanor and can be prosecuted at either the location where communications originated or were received.

Prohibits "targeted picketing" in front of a person's residence or dwelling place with intent to harass, annoy, or alarm another person, with exception for residences used as principal place of business.

Creates misdemeanor penalty for targeted picketing violations.

Exempts constitutionally protected speech and activity from both provisions and exempts interactive computer services from liability for third-party content.

Becomes effective July 1, 2022.
