Appropriates $25,230,600 to the Office of the State Controller for fiscal year 2023 (July 1, 2022 - June 30, 2023) across four programs: Administration ($5,184,500), Statewide Accounting ($5,513,200), Statewide Payroll ($5,069,200), and Computer Center ($9,463,700).

Authorizes a maximum of 114.00 full-time equivalent positions for the Office of the State Controller during fiscal year 2023, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Reappropriates up to $2,500,000 in unexpended balances from the Data Processing Services Fund for Computer Service Center non-recurring expenditures and allows reappropriation of unexpended American Rescue Plan Fund and General Fund balances for behavioral health reporting system development.

Exempts the Office of the State Controller from program transfer limitations, allowing unlimited transfers between programs within the office for fiscal year 2023, though transfers between funds require legislative approval.

Appropriates $53,970,500 from the American Rescue Plan Fund for fiscal year 2022 trustee and benefit payments to Idaho local governments with populations under 50,000, and $2,500,000 from the General Fund for developing a behavioral health reporting data system.
