Appropriates $25,200,800 total to the State Board of Education and Board of Regents of the University of Idaho for Health Education Programs for fiscal year 2023 (July 1, 2022 - June 30, 2023), distributed across eight programs including WIMU Veterinary Education ($2,351,300), WWAMI Medical Education ($6,973,400), Idaho Dental Education Program ($2,092,600), and Family Medicine Residencies ($6,719,100).

Authorizes specific full-time equivalent (FTE) positions for each program, including 6.38 FTE for WIMU Veterinary Education, 13.72 FTE for WWAMI Medical Education, 3.25 FTE for Idaho Dental Education Program, and 19.30 FTE for Family Medicine Residencies.

Exempts the appropriation from Section 67-3511(1) and (3), Idaho Code, allowing unlimited transfers between object codes for dedicated fund moneys, but prohibits transfers between different funds without express legislative approval.

Reappropriates unexpended and unencumbered balances from fiscal year 2022 dedicated funds for nonrecurring expenditures in fiscal year 2023, with the Office of the State Controller confirming amounts with the Legislative Services Office.

Appropriates an additional $1,419,800 from the General Fund for the period July 1, 2021 - June 30, 2022, and declares an emergency effective upon passage and approval.
