Appropriates $35,785,800 to the Board of Regents for the Agricultural Research and Cooperative Extension Service for fiscal year 2023 (July 1, 2022 - June 30, 2023), consisting of $35,395,700 from the General Fund and $390,100 from the ARPA State Fiscal Recovery Fund.

Exempts the Agricultural Research and Cooperative Extension Service from object transfer limitations, allowing unlimited transfers between object codes for the fiscal year 2023 appropriation.

Appropriates $490,100 from the ARPA State Fiscal Recovery Fund for fiscal year 2022 (July 1, 2021 - June 30, 2022) for adult computer literacy programming.

Appropriates $2,800,000 from the General Fund for fiscal year 2022 operating expenditures for the Parma Research and Extension Center.

Authorizes reappropriation of unexpended and unencumbered balances from fiscal year 2022 (up to $2,800,000 from the General Fund and $490,100 from ARPA funds) for nonrecurring expenditures in fiscal year 2023, with an emergency declaration making certain sections effective upon passage.
