Appropriates $339,792,900 to the Department of Correction for fiscal year 2023 (July 1, 2022 – June 30, 2023) across multiple programs including Management Services, State Prisons, County & Out-of-State Placement, Correctional Alternative Placement, Community Corrections, Community-Based Substance Abuse Treatment, and Medical Services.

Authorizes a maximum of 2,103.85 full-time equivalent positions for the Department of Correction during fiscal year 2023, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Creates the Hepatitis C Fund and transfers $12,000,000 from the General Fund to treat hepatitis C as agreed upon in Turney v. Atencio litigation.

Appropriates additional fiscal year 2022 funds for pre-prosecution diversion grants ($2,500,000), inmate banking module ($1,800,000), trauma-informed treatment ($500,000), digital radio system ($3,200,000), and lease purchase agreement payoff for Correctional Alternative Placement ($10,738,000).

Reduces the fiscal year 2022 County and Out-of-State Placement Program appropriation by $12,000,000 and exempts Department of Correction from program transfer limitations, though certain programs may only transfer between themselves.
