Appropriates $600,000 from the General Fund to the Department of Agriculture Plant Industries Program for fiscal year 2022 (July 1, 2021 through June 30, 2022) for invasive species watercraft check station operating expenditures.

Authorizes reappropriation of any unexpended and unencumbered Plant Industries Program balances up to $600,000 from General Fund for fiscal year 2023 (July 1, 2022 through June 30, 2023) for nonrecurring invasive species watercraft check station expenditures.

Appropriates $250,000 from the General Fund to the Department of Agriculture Animal Industries Program for fiscal year 2023, consisting of $2,500 for Personnel Costs and $247,500 for Trustee and Benefit Payments.

Declares an emergency, making the act effective upon passage and approval.
