Reduces the Division of Vocational Rehabilitation's Extended Employment Services Program appropriation by $3,616,900 (covering personnel costs of $322,400, operating expenditures of $91,600, and trustee and benefit payments of $3,202,900) for fiscal year 2023.

Decreases full-time equivalent positions for the Division of Vocational Rehabilitation's Extended Employment Services Program by 3.60 for fiscal year 2023.

Appropriates $107,800 from the General Fund to the Division of Vocational Rehabilitation for the Vocational Rehabilitation Program for personnel costs and increases authorized full-time equivalent positions by 0.60 for fiscal year 2023.

Appropriates $3,509,100 from the Cooperative Welfare (General) Fund to the Department of Health and Welfare's Division of Services for the Developmentally Disabled for the Extended Employment Services Program for fiscal year 2023.

Authorizes no more than 3.00 full-time equivalent positions for the Extended Employment Services Program during fiscal year 2023 and prohibits transfer of program funds to other budgeted programs in the Department of Health and Welfare.

Effective July 1, 2022, declared as an emergency measure.
