Idaho House Bill 4 - Controlled Substances Summary

• Adds 23 new fentanyl-related substances and analogs to Schedule I controlled substances, including brorphine, butonitazene, etazene, flunitazene, isotonitazene, metodesnitazene, metonitazene, and protonitazene.

• Adds 6 new nitazene-class synthetic opioids and methoxetamine to Schedule I, expanding the definition of "fentanyl-related substances" to cover structural modifications including replacements and substitutions on phenethyl groups, piperidine rings, aniline rings, and N-propionyl groups.

• Adds daridorexant, lemborexant, and remimazolam to Schedule IV depressants; reorganizes and renumbers existing Schedule IV depressant listings.

• Adds ganaxolone to Schedule V other substances; reorganizes and renumbers existing Schedule V substance listings.

• Declares an emergency and establishes an effective date of July 1, 2023.
