HB 13 Summary

• Amends Idaho Code sections 67-5302, 67-5303, 67-5309, 67-5311, 67-5312, 67-5328, 67-5333, 67-5340, and 59-1607 to remove obsolete provisions and make technical corrections to state employee personnel system rules.

• Removes obsolete provisions regarding compensatory time forfeiture deadlines (December 31, 2006 and 2008) and updates sick leave forfeiture language.

• Repeals section 67-5333B relating to sick leave transferred for former employees of Selland College of Applied Technology at Boise State University.

• Clarifies that unused sick leave balances shall be forfeited upon separation from state service, with exceptions for employees who return to benefited credited state service within three years.

• Effective date: July 1, 2023; declares an emergency to allow immediate enactment.
