Amends Section 67-5302 of Idaho Code to revise definitions in the State Personnel System.

Modifies the definition of "overtime work" to clarify that time worked in excess of 80 hours within a period of 14 consecutive days constitutes overtime for certain employees who meet federal exemption requirements, upon administrator designation.

Updates the definition of "part-time employee" to clarify that such employees are not entitled to sick leave accruals, vacation leave, or holiday pay unless they contribute to the public employee retirement system.

Makes technical corrections to the "holiday" definition by changing "The term 'holiday' shall mean" to "Holiday means" for grammatical consistency.

Declares an emergency and provides an effective date of July 1, 2023.
