Grants the Director of the Department of Administration authority to control vehicular use of roadways adjoining the capitol building and Steunenberg monument park, notwithstanding other state law provisions.

Requires the Idaho State Capitol Commission to adopt policies and procedures for implementation and mandates director consultation with the governor, presiding legislative officers, and the commission before approving roadway use alterations exceeding 7 days.

Authorizes the director to close any or all adjoining roadways to vehicular traffic in the state's best interest, including for security purposes, with actions deemed discretionary and exempt from administrative procedure requirements.

Defines affected roadways as State Street, Jefferson Street, Eighth Street, and Sixth Street adjacent to block one of the Boise City original townsite plat, and portions of Capitol Boulevard adjoining blocks fifty-four and fifty-five.

Preserves existing statutory obligations for roadway maintenance, operation, law enforcement, and constitutional rights of citizens and declares an emergency effective upon passage and approval.
