Prohibits former state legislators, executive branch employees, and elected officials from registering as lobbyists or engaging in lobbying activities at the regular legislative session immediately following their termination of service and for at least six (6) months after termination.

Exempts from the lobbying prohibition those individuals who are participating personally and not on behalf of any other person or entity, as well as certain categories already exempted from registration requirements under Idaho Code sections 67-6618(5) and (6).

Makes technical corrections to lobbyist registration requirements, including changing "e-mail" to "email" in the statute.

Declares an emergency and makes the act effective on July 1, 2023.
