Creates new crime of "targeted picketing" under Idaho Code Section 18-6411, defined as intentionally picketing or demonstrating on the street or sidewalk in front of a person's residence or dwelling place with intent to harass, annoy, or alarm another person.

Exempts residences or dwelling places used as the principal place of business of an individual from the targeted picketing prohibition.

Establishes targeted picketing as a misdemeanor offense.

Declares an emergency effective date, making the act effective upon passage and approval.
