Amends Idaho Code Section 31-1001 to allow county commissioners to lease courthouse premises, rooms, and jails for up to 30 years with voter approval, replacing the previous 5-year limit.

Requires voter approval by simple majority at an election held pursuant to Idaho Code Section 34-106 for any lease exceeding 5 years.

Permits counties to contract with responsible parties for leasing a courthouse, jail, or combination thereof to be constructed on county-owned or other premises, subject to Idaho Code Chapter 28, Title 67.

Allows lease contracts to include a provision transferring the leased courthouse or jail property to the county upon expiration of the lease term and full performance by the county.

Declares an emergency and provides retroactive application to January 1, 2023.
