Amends Section 49-402, Idaho Code to add reference to new Section 49-420S in the list of special license plate programs subject to initial fees of $35 and annual renewal fees of $25.

Creates new Section 49-420S establishing a "Too Great for Hate" special license plate program effective January 1, 2024, available to vehicle owners with registered maximum gross weight of 26,000 pounds or less.

Charges $35 initial fee and $25 annual renewal fee for Too Great for Hate plates; $13 of initial fee and $13 of renewal fee deposited to state highway account for program administration, while $22 of initial fee and $12 of renewal fee transferred to human rights commission program fund.

Establishes human rights commission program fund in state treasury to receive revenues from the license plate fees, legislative appropriations, and interest earnings for use by Idaho Commission on Human Rights to support anti-discrimination education and public awareness efforts.

Plate design and slogan must be approved by Idaho Commission on Human Rights and Idaho Transportation Department; emergency clause makes act effective July 1, 2023.
