Prohibits willfully posting signs or communicating that public lands, private lands open to public use via easement or access agreement, highways, or navigable streams are privately owned or not open for public use, unless permitted under a valid exclusive control lease or special use permit.

Prohibits willfully obstructing, blocking, or interfering with a person's lawful entry onto or use of public lands, private lands open to public use, highways, or navigable streams, except where permitted under valid exclusive control leases or special use permits.

Clarifies that the law does not alter or limit the use of canals and water diversion facilities under Idaho Code chapters 11 and 12.

Establishes penalties of up to $1,500 fine and/or six months county jail confinement for violations, plus allows victims to recover treble civil damages and reasonable attorney's fees.

Becomes effective July 1, 2023 under emergency declaration.
