Establishes automatic voter registration for eligible electors when applying for driver's license issuance, renewal, or correction, or for identification cards at Division of Motor Vehicles offices.

Requires driver's licensing offices to forward completed registration applications to the county clerk weekly and on the business day prior to registration closing.

Allows electors to opt out of voter registration through the Division of Motor Vehicles.

Permits electors to select political party affiliation or designate as "unaffiliated" on registration applications, with "unaffiliated" as the default if no selection is made.

Becomes effective July 1, 2023, as an emergency measure.
