Changes the definition of "daylight hours only" driving restriction from "one-half (1/2) hour before sunrise to one-half (1/2) hour after sunset" to "between 5:00 a.m. and 10:00 p.m. local time" for drivers under 16 years old with a class D license.

Allows drivers under 16 years old to drive outside daylight hours if accompanied by a valid driver's license holder who is 21 years or older and occupying the front passenger seat, with no other front passenger occupants.

Makes technical corrections to Idaho Code sections 49-302, 49-303, and 49-307 regarding motor vehicle driver's licenses and driving privileges.

Removes language regarding certain restrictions and defines the term "daylight hours only" for clarity in driver's license regulations.

Effective date: July 1, 2023, with an emergency declaration allowing immediate implementation.
