House Bill 69 - Summary

• Prohibits requiring coronavirus vaccination, vaccine passports, or proof of immunization or negative tests to apply for state services, enter government venues accessible to the public, or be hired or employed by the state or political subdivisions.

• Prohibits discrimination against state employees based on coronavirus immunization status in decisions regarding promotion, compensation, or job duties.

• Allows limited exceptions: requiring negative test results for previously infected employees returning to work, testing for potentially exposed employees, and vaccination for employees whose jobs require travel to jurisdictions that mandate it or entry into private locations with vaccination requirements.

• Prohibits requiring vaccination or proof of vaccination if the vaccine is offered under Federal Drug and Drug Administration emergency use authorization.

• Exempts federal government requirements, school immunization requirements under Idaho Code Chapter 48 Title 39, daycare facility requirements under Chapter 11 Title 39, and health care facility requirements from the bill's restrictions.
