Restricts absentee voting eligibility to registered electors unable to appear at polling places due to active military service, illness/disability/hospitalization, work/university conflicts, or being out of county on religious mission

Prohibits any person from misrepresenting absentee ballot eligibility requirements to electors or applicants, and prohibits electors from misrepresenting their qualifying circumstances to election officials

Requires absentee ballot applications to be sent only upon direct request and prohibits prefilling applications with elector information; applications must be completed by the elector

Specifies application deadlines of 5:00 p.m. on the eleventh day before election for mail-in ballots and 5:00 p.m. on the Friday before election for in-person absentee voting

Declares an emergency, making the act effective immediately upon passage and approval
