Increases the number of J-1 visa waiver request applications allotted to a health care facility from two (2) to five (5) per practice location in a single program year.

Reduces the sustained active recruitment period requirement from six (6) months to three (3) months for health care facilities applying for waiver requests.

Allows the department to accept up to ten (10) flex waiver applications (maximum five (5) for specialists) six months after the federal fiscal year begins for physicians to work in areas without federal shortage designations.

Modifies specialist waiver allowances from a cap of ten (10) of thirty (30) total recommendations to allow recommendations for specialists with demonstrated need.

Effective date of July 1, 2023, declared as emergency legislation.
