Allows qualified parents or legal guardians to provide driver's training instruction to eligible students, known as "parent-student driver's training," as an alternative to formal driver training courses.

Requires parent-student driver's training to include 92 total hours over at least 6 months, with minimum 50 hours of street/highway driving and 10 hours of night driving.

Sets qualifying parent requirements: valid Idaho driver's license permitting unaccompanied driving, no license suspension/revocation/cancellation in previous 2 years, and minimum age 21 (includes family members age 21+).

Reduces enrollment fee for parent-student driver's training from $15.00 to $10.00, with modified fee distribution between state highway account and county expense fund.

Effective date is January 1, 2024, with emergency declaration.
