Amends Idaho Code Section 40-720 to restrict local highway project funds exceeding $80,000,000 apportioned to local units of government under section 63-3638(16)(b).

Limits use of excess funds to road and bridge maintenance, expansion of travel lanes, and congestion mitigation benefiting motor vehicles to improve traffic flow and travel times.

Establishes continuous appropriation from the transportation expansion and congestion mitigation fund for payment of principal, interest, and other amounts required for transportation bonds issued by the Idaho Housing and Finance Association.

Requires the Idaho Transportation Board to consider traffic congestion mitigation from the state campus site at 11311 West Chinden Boulevard in Boise as a priority when approving transportation projects.

Effective date: July 1, 2023, declared as an emergency measure.
