Amends Section 60-106A, Idaho Code to clarify that legal notices may be electronically published by newspapers in addition to printed publication, with the same legal effect as printed notices.

Defines "electronically published" as printing and disseminating legal notices through messaging, and "messaging" as interconnected electronic networks that automatically transmit data between computers.

Permits electronic publication by newspapers with electronic capability or through a public legal notice website established by combined efforts of Idaho newspapers collectively serving the majority of state newspaper subscribers.

Prohibits newspapers from charging additional rates for electronic publication; such costs must be included in official notice rates under Section 60-105, Idaho Code.

Shields state and political subdivision governments from liability for newspaper failures to correctly publish legal notices if the government properly submitted the notice and met statutory requirements, allowing governmental entities to use electronic publication methods to satisfy notice requirements.

Effective date: July 1, 2023, declared an emergency measure.
